Inquiring minds want to know.
Curious conversation on shirt etiquette recently so I thought I'd ask youyou about it.
If you have two X chromosomes, assume that you're answering for a man rather than if the questions apply to you. Gender changes the etiquette, I think.

Poll #593936 Public (in)decency!

First, what do you call this?

Tank Top
18(47.4%)
Dego T
0(0.0%)
Wife Beater
11(28.9%)
Shirt
0(0.0%)
What is that?
1(2.6%)
1(2.6%)

Is it acceptable to wear them outdoors without anything over them?

Yes
28(73.7%)
No
10(26.3%)

Would you wear just shirt this out in public? (I assume you'll be wearing pants, honkey.)

Yes
17(44.7%)
No
21(55.3%)

Why is it (not) ok?

Does gender affect the etiquette?

I insist on only using names for this type of shirt that could offend someone. In addition to Dego T and Wife Beater, I would accept Girly Man Tank Top. The last requires Man Capris.

Capri pants should only be worn by women. Sometimes flambouyantly gay men and misguided metrosexuals wear capris, much to my dismay and that of some of my friends. Therefore, we make the distinction: Man Capris = bad.
